GREEN SPACE CERTIFICATE
GREEN SPACECERTIFICATE

An at least medium-rated Green Space Certificate is required for the occupancy permit of the investment or, in the case of a landscape architecture work, for its technical handover.

What is the Green Space Certificate for?

The purpose of certification is to ensure that larger public and private investments (with a total useful floor area of 5000 m2 or more) and landscape architecture works exceeding 5000 m2 in area are provided with green spaces of adequate quality and quantity.

Improving the quality of landscape architecture works implemented on their own or as part of construction investments.

An at least medium-rated Green Space Certificate is required for the occupancy permit of the investment or, in the case of a landscape architecture work, for its technical handover.

What is the expected outcome of the Green Space Certificate?

The purpose of certification is to ensure that larger public and private investments (with a total useful floor area of 5000 m2 or more) and landscape architecture works exceeding 5000 m2 in area are provided with green spaces of adequate quality and quantity. Improving the quality of landscape architecture works implemented on their own or as part of construction investments.

Who is obliged to have the certificate prepared?

Green space certification is mandatory for the following developments affecting plots with a total useful floor area exceeding 5000 m2

Landscape architecture works exceeding 5000 m2 in area

Construction investments

Buildings with an eaves height exceeding 65 metres

State building construction investments

Priority investments

Investments implemented in brownfield action areas

Anyone may request a voluntary Green Space Certificate

if they would like to learn the value of the green spaces on their plot and their CO2 sequestration capacity, obtain a point-cloud survey, and receive site-specific recommendations on the design and optimal maintenance of the green spaces.

Having a voluntary certificate prepared does not mean that, in order to obtain the occupancy permit or the certificate of completion, the “C” rating has to be met.

In which cases does the obligation to prepare the certificate not apply?

For the investments listed in the previous point, the Green Space Certificate does not need to be prepared if:

  • the investment concerns the construction or development of transport and public utility infrastructure, or
  • the government decree designating the brownfield action area or declaring the priority investment expressly provides so.

Preparation of the Preliminary Green Space Certificate

For new investments, a preliminary green space certification can already be requested at the design stage, in order to ensure that the Green Space Certificate achieves the appropriate rating.

In this case, by examining the landscape architecture plan prepared for the plot, the green space certifier determines whether the green space created according to the plan will allow the plot to meet the certification level required for the occupancy permit or the technical handover.

To have a preliminary certification prepared, the client (the developer or their representative) registers on the website and creates an order, which becomes active once the system usage fee has been paid.

The landscape architecture plan must be uploaded to the dedicated area of the website, which becomes available after registration.

background of the Green Certificate and the ordering process

Legal background

Green space certification is regulated by Government Decree 282/2024. (IX. 30.) on urban green infrastructure, the Green Space Certificate and the green trademark.

Ordering process

  1. Registration:Registration of the commissioning company or person.
  2. Plot information:Entering the plot size and the topographical lot number.
  3. Selecting certifiers:Specifying the options for submitting quotes.
  4. Calculation:Calculation of the system usage fee.
  5. Attaching documents:Specifying whether a preliminary or a standard certificate is requested.
  6. System usage fee:Transferring the fee.

Survey & Assessment

  1. Selecting the certifier: After the quote request and quotation process has been closed.
  2. Signing the contract: Contract between the client and the certifier.
  3. Geospatial survey (unless the client does not request it in the case of preliminary certification)
  4. Preparation (Preliminary data collection by the certifier)
  5. On-site survey
  6. Data analysis: The system prepares the certificate based on the data entered.

Issuing the certificates

  1. Certifier's fee: The certifier issues the invoice for the certification.
  2. Settling the certifier's fee: The client pays for the certification.
  3. Authenticating the certificate: The certifier authenticates the completed Green Space Certificate.

CERTIFICATION TIMELINE

The request must be submitted before the completion of the green space construction works, at least 91 days in advance! The certifier must be selected and contracted within this period.

What are the steps of green space certification?

In the case of preliminary certification

In the case of preliminary certification, no geospatial survey is carried out; the certification parameters are determined on the basis of the design documentation. At the client's request, a geospatial survey of the pre-design condition can be ordered if they would also like to know the exact biological activity of the existing condition, or would like to obtain a point-cloud survey of the property.
